DHS Announces Campus Psychological Resilience Program

The Department of Homeland Security is working with six colleges across the nation for a “campus resilience” program.

“Resilience is a dynamic process whereby individuals exhibit positive behavioral adaptation.”source This is a test pilot program that will eventually not only cover Universities, but public schools as well in the near future.
As stated on page 3, “Promote FEMA’s Whole Community Philosophy”, is the key focus for this campaign.

The DHS wants to prepare Universities, and wants the staff and student body to quickly identify certain groups of students such as “international students” to be segregated.
But it’s not only the DHS who are involved, according to section 1 of the pamphlet it states, “The U.S. Department of Homeland Security’s (DHS) Federal Emergency Management Agency (FEMA), U.S. Immigration and Customs Enforcement (ICE) Student and Exchange Visitor Program (SEVP), and Office of Academic Engagement (OAE)”
Reading through the 11 pages of propaganda something they wrote stuck out which was,
“Likewise, international students need to know how to maintain their immigration status” during a crisis.

Why would during an emergency event would the immigration status of a student be something of concern? Is the DHS worrying about a mass flood of immigration?

•Drexel University, Philadelphia, Pennsylvania
•Eastern Connecticut State University, Willimantic, Connecticut
•Green River Community College, Auburn, Washington
•Navajo Technical College, Crownpoint, New Mexico
•Texas A&M University, College Station, Texas
•Tougaloo College, Jackson, Mississippi
•University of San Francisco, San Francisco, California
